For funding relating to technology transfer, the Technology Transfer Center (TTC) administers three funding programs, namely the Proof-of-Concept Fund (PCF), the Technology Start-up Support Scheme for Universities (TSSSU) and HKUST U*STAR Program (U*STAR). Other various funding programs relating to research are administered by the Research Office under the Office of the Vice-President for Research & Graduate Studies.
PCF - Programme Introduction and related technologies
The Proof-of-Concept Fund (PCF) was first implemented at HKUST in 2009-2010, with the support of the Knowledge Transfer Fund provided by the University Grants Committee of Hong Kong government and HKUST R and D Corporation Ltd. It aims at providing gap funding to enable pre-commercialization development of promising, cutting-edge technologies emerging from the University’s research on a timely basis.

TSSSU - Programme Introduction, Startups and related technologies
In 2014/15, a new Technology Start-up Support Scheme for Universities (TSSSU), under the Innovation and Technology Fund (ITF) was launched by the Innovation and Technology Commission (ITC), with the below objectives:
to encourage our students and faculties to start up technology businesses and commercialise their research and development (R&D) results
to provide better support for technology start-ups to translate new ideas into business opportunities
ITC will provide an annual funding of up to HK$4 million to each university on a reimbursement basis for expenses incurred by the University recommended technology start-ups during the 2019-20 Government financial year.

U*STAR - Programme Introduction, Startups and related technologies
To enhance the entrepreneurship ecosystem at HKUST and encourage entrepreneurial technology transfer with new business creation based on the University technologies and research outputs, a new HKUST start-up acceleration program called “U*STAR” is set up with funding support from the Knowledge Transfer Fund from the University Grant Committee (“UGC”) of the Hong Kong Government. U*STAR is overseen by the Office of Knowledge Transfer (“OKT”) and administered by the Technology Transfer Center (“TTC”).
